Jim Fitzpatrick, chairman of the restoration of Ashton Old Baths delivery board, climbed to the top of the 120ft tower to view the work.
The Ashton landmark is being renovated into a 21st century business premises for start-up and early stage companies.
It will be targeted at small and medium-sized enterprises in the digital, creative and media sectors and will benefit from the recently completed installation of dark fibre broadband in the area, which provides the highest speeds in Britain
The multi-million pound project to bring the former municipal baths back into use is supported with a £1.7 million grant from the Heritage Lottery Fund and £1 million of funding from the European Regional Development.
